It is the buyer's responsibility to set up accounts and have utilities transferred into their name. How much time this takes depends upon the utility and many factors. A general rule of thumb is to call for utilities a few business days before recording to set up accounts and tell them your anticipated recording date. It is a good idea for a seller to call utilities on closing day to make sure the buyers took care of it and also to be sure the utility reads the meter to get the final bill. DO NOT EVER SHUT OFF YOUR UTILITIES.

The Municipality of Anchorage website has a page of links to utilities in both Anchorage and the Mat Valley.
